Manage temporary timeouts (starting at 10 minutes and escalating exponentially) or permanent account bans.

Kicks user from their current room and blocks them from playing in all rooms. Offense timeouts start at 10 minutes and increase exponentially for repeat offenses (20m, 40m, 80m...). Decay restores timeout duration back towards 10 minutes over offense-free time. (Note: .1 hour = 6 minutes, 1 = 1 hour, 24 = 1 day)
